The start of the story of setting up this training complex was highlighted in the April 2000 speech of the President of the Junta de Andalucía (Regional Government of Andalusia), D. Manuel Chaves González. He remarked:

"Tourism is one of Andalusia’s great economic driving forces. Yearly there are 20 million tourists producing over 2 billion pesetas. This must be catered for with new, high-quality alternatives to consolidate our brand image and qualifications in human resources. An Integral Training Centre will be set up on the Costa del Sol to meet the demands of the Leisure Industry. What’s more, an Entrepreneur Centre will be located right here in the Malaga province".

This basic idea was for a commitment from the Andalusian Government to thoroughly cover the professional qualification demands in the tourist sector. This project would be a reference point in Andalusia that would improve the quality of the tourist sector in particular and the Leisure Industry in general.

The initial idea lacked a headquarter to carry out its aims. Then, the Town Hall of Mijas joined in enthusiastically with the project. The Employment Ministry channeled their plans for the headquarters to be there. The municipal government, headed by the Mayor D. Agustín Moreno Muñoz, provided the necessary land. At the same time, they set up the Andalusian Integral Training Centre of Leisure Industries of Mijas Consortium. This offered tutelage for setting up the project.
